Building in East End

Deed restrictions, city overlays and what a lot can hold, in plain English. Updated October 2026.

The short version

Most East End subdivisions are old, and many have deed restrictions that lapsed long ago or never existed. On those lots the City's Chapter 42 rules govern, which is why townhomes and small developments are common here.

A few areas are organized and restricted, including Idylwood, Houston Country Club Place and East Lawndale. Check them lot by lot.

Magnolia Park/Manchester is one of the six conservation districts City Council approved in 2023, and many blockfaces carry City minimum lot sizes and building lines.

What it means for your lot

Chapter 42 usually governs

Without active deed restrictions, small lots and shared-driveway townhomes are often possible. Confirm through title first.

Watch the blockface protections

Special minimum lot sizes and building lines stop splits on dozens of blocks.

Magnolia Park standards

If the lot is in the Magnolia Park/Manchester conservation district, read its standards before you plan.

City overlays

On top of any deed restrictions, the City of Houston adds its own layers. Where two rules overlap, the stricter one governs.

  • Conservation district. Magnolia Park/Manchester.
  • National Register. Idylwood and several industrial sites; listing alone doesn't bring City design review.
  • Special minimum lot size and building lines. Many blockfaces; check the City map for your block.
  • Floodplain. Check each lot, especially near Brays Bayou and the ship channel.

East End questions

Is the East End deed restricted?

Mostly not. Many older subdivisions have lapsed or no restrictions, but Idylwood, Houston Country Club Place and East Lawndale are restricted or organized. Check each lot through title.

Can I build townhomes in the East End?

Often yes, under Chapter 42, unless a deed restriction, the Magnolia Park/Manchester conservation district or a special minimum lot size area on your block prevents it.

Is there historic review in the East End?

There is no City historic district review. Idylwood is on the National Register, which doesn't bring City review by itself.
